Mezam Division, where Santa Council is located, covers an area of 1745 km² with a population of 465,644 as of 2001. The division is known for its rich agricultural land, with about 80% of the Santa Council area's population relying on agriculture for their livelihood. The region's economy is also supported by mineral resources such as sand, stones, and laterite quarries.

The success of Santa Council can be attributed to community-driven initiatives and effective urban management. In the past, the council has engaged in projects that promote youth participation in governance and decision-making. For instance, between 2010 and 2015, the council partnered with organizations like the Youth Outreach Programme and Voluntary Services Overseas to develop a Municipal Youth Policy. This policy aimed to boost youth leadership, facilitate inter-generational dialogue, and enhance civic capacities.

With this achievement, Santa Council is poised to continue showcasing its commitment to cleanliness and community development, serving as a model for other councils in the region.
