Boum Bissoue Raymond Promoted to Brigadier General in Military Restructuring

In a significant military reshuffle, Boum Bissoue Raymond, the former Legion Commander of the North West Region, has been elevated to the rank of Brigadier General. This promotion is part of a broader implementation of Presidential Decree number 2025/309, issued on July 15, 2025, which saw a total of six colonels ascend to the rank of Brigadier General.

During his time as Legion Commander, which ended on March 14, 2024, Raymond collaborated closely with fellow generals, including Nka Valere and Ekongwese Divine. Together, they spearheaded various operations in the region, notably the "Bamenda Clean" initiative, as well as operations in Widi-Bali, Bafut, and Ngoke-Bui, among others. Known for his commitment to listening to community concerns, Raymond played a vital role in preserving law and order amid the ongoing crisis, ensuring safety for local businesses and residents alike.

Following his departure from the North West Region, Raymond was appointed Deputy Coordinator at the Secretariat of State Defense (SED), while also serving as the Director of Employment and Structures. Going forward, he will take on the position of Commander of the 3rd Gendarmerie Region, with headquarters based in Garoua.

In addition to Raymond, other notable promotions include Sadjo Wassouni Robert, former Chief of Staff of the 5th Joint Military Region, who is recognized for his practical approach and efficiency. Before his promotion, he commanded the 51st Motorized Infantry Brigade in Bamenda.

Pelene Francois has also been promoted, taking on the role of General Coordinator of the Rapid Intervention Battalion (BIR). He recently inaugurated a BIR camp in Bali, which has significantly aided in restoring peace and stability to the area.

Additional promotions include Chembou Zambou Guy Merlin and Ngolo Ngomba Tobie Gabriel in the infantry, while Ade Nkwenti Hilary has been appointed within the National Marine, marking him as the fifth Anglophone General, joining the ranks of notable figures such as General Ivo Delsancio Yenwo, General Elokobi, General Agha Robinson, and General Ekongwese Divine Nnoko. Hilary hails from Akum in the Santa subdivision, further enriching the representation of Anglophone officers in high command.

This reorganization signifies not only a change in leadership but also a strategic move to bolster security and address the ongoing challenges in the North West Region and beyond.
