The Santa Council on Wednesday, December 18, 2025, convened an Extraordinary Session at the Santa Council Hall, during which councillors examined and unanimously adopted four major deliberations aimed at strengthening service delivery and promoting sustainable development within Santa Municipality.
Opening the session, the Mayor of Santa Council, His Royal Highness Samkie Elvis Gahyam II, warmly welcomed councillors and invited guests, expressing appreciation for the prompt response of municipal councillors to the convocation despite their numerous engagements. He described their presence as a clear demonstration of commitment to the effective functioning of the council and to the development of the municipality.
The Mayor explained that the Extraordinary Session was convened in line with laws and regulations governing regional and local authorities, with the specific purpose of examining urgent and strategic deliberations. According to him, the matters before the council required immediate attention in order to ensure continuity in service delivery, compliance with regulatory obligations, and the smooth execution of council programmes and projects.
He called on councillors to deliberate with responsibility, objectivity and transparency, guided solely by the interest of the population that entrusted them with the mandate to serve.
At the close of deliberations, the council adopted all four items on the agenda. Councillors authorized the Mayor to contract a loan from the Special Council Support Fund for Mutual Assistance (FEICOM) for the construction of a bridge below Government School Nkwindeghli in Pinyin, a project expected to improve access and safety in the area.
Approval was also granted for the scrapping of the Mayor’s service vehicle and the purchase of a new one, as well as for the scrapping of the council’s tipper. In addition, the council authorized the Mayor to request a loan of 30 million CFA francs for the establishment of aquaculture fish ponds within the Santa Municipality, a project intended to boost local economic activity and livelihoods.
The Extraordinary Session came barely weeks after the council’s budgetary session of November 28, 2025, underscoring what observers describe as an active and consistent council calendar.
Addressing councillors, Mayor Gahyam II noted that the session was taking place at a particularly important moment, as the current mandate draws to a close and preparations begin for the 2026 municipal elections. He described the meeting as both an administrative necessity and a moment for reflection, accountability and collective assessment of the council’s stewardship before the people of Santa.
During his address, the Mayor extended congratulations, on behalf of the council and the population, to the Head of State following his re-election in the October 12, 2025, presidential election. He praised the peaceful atmosphere that characterized the process within Santa Municipality and reaffirmed the council’s commitment to working in harmony with national development policies at the local level.
Reflecting on the council’s performance over the years, the Mayor highlighted several achievements recorded despite financial constraints and the impact of the socio-political crisis in the region. These included the rehabilitation and maintenance of municipal and community roads, the upgrading of market infrastructure particularly the Santa Main Market, improvements in waste management and environmental sanitation, and expanded access to social amenities through the construction and maintenance of water schemes, classrooms and health facilities.
He also cited initiatives supporting youth, women and persons with disabilities, as well as efforts to enhance administrative efficiency through the Program Budget approach and staff capacity building.
The extraordinary session was also marked by remarks from the Divisional Officer of Santa, Jules Roger Nkolo Voundi, representing the Senior Divisional Officer for Mezam. He congratulated the Mayor and the entire council executive for what he described as consistent excellence in governance, noting that the Santa Council has become known nationally for good management and has won several prizes in this regard.
He expressed admiration for the council’s respect for the law and revealed that the organization of five council sessions within a single year was a rare achievement deserving of praise.
Calling on councillors to remain committed to the implementation of council decisions, the Divisional Officer urged them to collaborate closely and to act as true representatives of the people they serve, particularly as the municipality moves towards the realization of its adopted budget and projects.
As the session drew to a close, Mayor Gahyam II thanked administrative authorities, sectoral ministry representatives, forces of law and order, traditional and religious leaders, financial partners such as FEICOM and PROLOG, council staff and the population of Santa for their continued support and cooperation.
He concluded by extending Christmas and New Year wishes to all, expressing confidence that unity, transparency and collective will would continue to guide the municipality toward sustainable development.
